Rural and Francophone are two crucial minorities in Canada. They have a huge role in promoting long-term growth and linguistic vitality in the country. Thus, the Canadian Government introduced two pilot programs- the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot Program. IRCC will accept applications from the communities through these programs this fall.
How will the Rural and Francophone Community Pilot Programs Work?
The date for submitting applications hasn’t been announced yet. But, as IRCC launched the pilot programs, it is expected to start anytime this fall.
Both programs aim to strengthen the economy in the mentioned communities. Thus, economic development organizations in Canada can apply for the programs. They need to submit the application on behalf of their respective communities. IRCC would ask for eligibility proof and demonstrate how immigration can improve the local economies.
About 15 communities can take part in the pilot programs as per IRCC. They would choose the communities based on the availability of services, economic needs and economic development potential.
What is the Rural Immigration Pilot Program?
It will act as a replacement for the current RNIP or Rural and Northern Immigration Pilot. The RNIP helps rural communities in Ontario and Western Canada attract skilled newcomers who can contribute to the local economy. The communities, on the other hand, help the new immigrants adjust and establish themselves.
What is the Francophone Community Immigration Pilot Program?
Quebec is the only French-speaking majority province in Canada. IRCC focuses on promoting this language even outside of Quebec. The Canadian Government wants to increase the number of French-speaking newcomers outside of Quebec. They also want to maintain the economic development of francophone minority communities.
The pilot program is their way of achieving these missions. The Government has also come up with other steps such as an Express Entry category for French-speaking newcomers. About 30% of category-based Express Entry draws will occur in 2024 itself.

The Canadian Government sends random invitations to various potential sponsors in a particular cycle, which is also known as an intake. This intake will begin on 31st May 2024 and the Government will send about 35,700 invitations in two weeks. The country expects to accept a maximum of 20,500 complete applications from the 2024 intake.
This is applicable to sponsors who have expressed their interest in sponsoring a family member. Particularly, candidates who have submitted their sponsorship form in 2020 have a higher chance of getting invitations in the 2024 intake. The processing time of applications varies depending on your situation in the current immigration scenario. Licensed immigration consultants, however, can make it easier for you to get through the application successfully.
Who is a ‘Sponsor’ in Sponsorship Applications?
The sponsor is the one who takes full responsibility for the people they want to support in Canada.
Let’s say you want your mother to come and stay with you in Canada. You have the means and intention to support her financially without burdening the Canadian Government. So, that makes you the sponsor for your mother for a specific period of time. That is applicable even if your financial situation changes within that period.
You can become a sponsor after signing an undertaking and a sponsorship agreement.
The undertaking is the proof that you commit to financially support the ones you want to sponsor for a specific time period. This is how you ensure that the ones you are sponsoring won’t resort to the Government for social help. You have to repay the amount if the family member receives assistance from the Government during that time.
The sponsorship agreement reflects all responsibilities that you and your family members must attend to during the undertaking period. It lists the needs that the sponsor must meet for the family member they are sponsoring. Some common needs include food, shelter, clothing, medical, dental care, eye care and more.
Are you Eligible to be a Sponsor?
You are eligible to sponsor your adopted or biological grandparents and parents if you:
Have the invitation to apply
Age over 18
Live in Canada
Have Canadian citizenship or permanent residence in Canada
Are registered as an Indian under the Canadian Indian Act
Financially stable enough to support yourself and the ones you want to sponsor
Meet all requirements under the Immigration and Refugee Protection Regulations and the Immigration and Refugee Protection Act.
Who you can Sponsor in Canada?
Here’s who you can sponsor in Canada:
Parents and grandparents related to you by birth or profession
Siblings, step-siblings, half-siblings or any other dependants of your parents and grandparents
Current spouse, conjugal or common-law partner of the parents and grandparents if they are divorced
Your parents and grandparents should provide all required complete forms and documents while submitting their application. Additional documents such as biometrics, police certificates and medical exams are also required.
However, you are not allowed to sponsor your in-laws though you can be a co-signer on their application. Anyone who is not allowed to enter Canada is not eligible for this program.
Have you Submitted an Interest to the Sponsor in 2020?
The 2024 intakes on the Parents and Grandparents Sponsorship Program are applicable to those who submitted a sponsor form in 2020.
Are you one of them?
In that case, you must have a confirmation number sent by the government. They have also sent an email with the number. Use it to determine if you have been invited to apply for the 2024 intake.
Need help with the Parents and Grandparents Sponsorship Application?
Immigration laws in Canada keep evolving to align with the country’s goals in the best way possible. In the case of the Parents and Grandparents Sponsorship Program, you must stay aware of the eligibility criteria for being a sponsor or which family members you can sponsor.

The British Columbia Provincial Nominee Program or BC PNP is one of the most popular options to acquire permanent residency in Canada. However, the Ministry of Municipal Affairs will update the eligibility criteria for this program in January 2025. These updates are important to prevent the entry of underqualified and inexperienced candidates. The Ministry wants to create better, clearer pathways for international students who can contribute to BC’s economy in in-demand jobs. Whether you want to immigrate to BC as an international student or an entrepreneur, it is crucial that you stay abreast of the new selection criteria for this program.
What are the new changes for international students in BC PNP?
Ottawa has put a two-year cap on study permit approvals in 2024 to regulate the admission process and only allow the most deserving ones to apply. Similarly, British Columbia launches the following changes for international students to save them from unreliable recruiters and institutions.
The changes are made based on how the international students can contribute to the province’s economy. It will be hard for immoral people to take advantage of students wanting to get permanent residency in BC.
Without further ado, let’s check out the possible changes in BC PNP eligibility criteria.
Three New BC PNP Streams
The following new streams will replace the existing International Graduate and International Post-Graduate streams.
The Bachelor’s Stream- Recent graduates with a bachelor’s degree from a legitimate post-secondary institution can apply for this stream. It is also applicable to graduates with an indeterminate full-time job offer.
The Master’s Stream- Recent graduates with a master’s degree from a legitimate post-secondary institution can apply for this stream. It is also applicable to graduates with at least a year of full-time work experience.
The Doctorate Stream- Candidates and graduates of doctoral-level programs from legitimate institutions will be able to apply for this stream. PhD candidates can apply directly.
Does that mean there’s no permanent residency option for students with diploma or certificate programs in Canada?
No, you can still qualify and apply for other BC PNP streams.
Language Requirements
As you know, there are three ways to immigrate to BC via BC PNP. Those are the British Columbia Express Entry Stream, Skills Immigration Stream and Entrepreneur Immigration Stream. The Ministry increased the minimal competence level of language requirements for all of them except the Health Authority Stream. The current minimum Canadian Language Benchmark (CLB) requirement is 8 for the new graduate streams.
When Will The New Streams Be Active?
The three new streams under BC PNP will be launched in January 2025 for international students. While some details will be available in late 2024, you can expect the entire published norms by January 2025.
Do You Need Help With Immigration or Permanent Residency in Canada?

According to Immigration Minister Marc Miller, temporary residents contribute to about 6.2% of the total Canadian population. The government now aims to bring that down to 5% by 2027. Thus, they plan to put a cap on the temporary resident permits in the immigration levels plan set in the Fall. Canada is all set to include temporary residents in its immigration levels plan for the first time. The huge, sudden flux of population growth made the government take this measure.
What are the New Changes for the Temporary Residents Program?
Whether you are an existing temporary visa holder or planning to apply for one, these changes will come in handy to you. All of them are measures to promote sustainable population growth in Canada.
Canada will limit the number of new temporary resident visa approvals. It is expected to reveal its first targets in September. Ottawa might be the first to set the targets this fall.
The government has already put a two-year cap on new study permit approvals. This was done to reduce international student’s exploitation and improve the education system.
Miller plans to review the existing temporary worker programs and align them with the current labour needs. He will also reduce the number of temporary workers entering Canada from 1st May 2024.
Canadian businesses that could hire 30% of their workforce from the temporary foreign worker program will now hire only 20%. Exceptions include the construction and healthcare sectors. Seasonal sectors like tourism and fishing are exceptions during their peak seasons.
Randy Boissonnault, Employment Minister, stated that they want business owners in Canada to prioritize the workers already present in the country first. They can apply for temporary foreign workers when all other options are exhausted. However, they need to prove that they have no other option than to rely on temporary foreign workers. So, you can expect changes to the Labour Market Impact Assessment (LMIA) application program as well.
Why are the Changes Important?
It has now become a necessity to limit the number of temporary residency approvals in Canada. That’s due to the chaotic population growth with an increasing number of temporary residents coming in every year. The cap on temporary resident visa approvals will allow only the most deserving candidates to enter, meanwhile letting the country restore its efficiency and sustainability.
The population growth in Canada spiked by at least 430,000 during the 2023 third quarter. Temporary residents contributed to almost three-quarters of the growth. Hence, the government had to come up with new changes in temporary resident streams to control the rampant population growth.
Final Thoughts,
About 313,000 temporary residents fuelled the international population growth in Canada. Miller said he will further discuss the 5% reduction in temporary resident visas in May. All in all, we can expect a significant reduction in temporary residents and foreign workers. If you are planning to apply via any of them, it’s time to be more careful with the application to ensure you seize the opportunity. We have trained immigration consultants who can guide you through the changes and the entire application process. You can consult anytime!
Alberta is one of the best places to pursue higher studies. With the recent cap on study permit applications, it is now more important than ever to ensure that you get the entire application process perfectly right. The permit, after all, is the second-most crucial document you need to arrive and study in Canada besides the passport. You can apply for a study permit once you meet its eligibility requirements. You can do it online though the process is time-consuming and complex, especially because of the new changes announced on 22nd Jan, 2024.
Alternatively, you can ask a visa consultant in Alberta to help you out. From the paperwork to submitting the application along with the attested letter, they handle everything.
Are you Eligible to Apply for a Study Permit?
Here are the eligibility criteria for you to apply for the permit.
You should have a valid passport. It is even better if the passport is valid throughout your academic session.
The visa office asks for an original passport especially if you need a TRV or temporary resident visa. So, make sure you carry yours.
You should submit the Letter of Acceptance attested by your desired university along with the application.
Proof of sufficient funds is also important. The Government wants to know if you are financially stable enough to take care of your studies, expenses and dependents (if any).
How can you show proof of funds?
A bank statement
An official letter from your funding agency
A letter from your college or university conveying that you are qualified for a scholarship award or research assistantship.
These are the basic essential requirements you must fulfill to apply for the study permit. However, you may need other documents as well such as medical clearance certificates.
How long does the permit take to process?
The processing time of study permits varies depending on where you are applying from and your purpose. For instance, let’s say you want to apply for a study permit from outside of Canada. Past reports confirm study permit applications under this category take around 10 weeks to process.
On the contrary, let’s say you want to apply for a permit from inside Canada. In that case, it may take around 6 weeks to process. The processing time for permit extensions is around 75 days.
The processing time starts when the Government receives your application and ends once they have made a decision regarding your application. The time may get delayed or the application rejected if it is incomplete.
What are the Key Changes to Study Permit Applications in 2024?
The Government set a two-year cap on study permit applications to curb the exploitation of international students. They expect to approve about 360,000 applications in 2024.
International students need to submit an attestation letter from the province along with their application. Alberta will set up a system for issuing the letters by 31st March 2024.
The changes are not applicable if you are enrolled in K-12 education, a master’s or doctoral program or if you are a current student.
